The file we screen against

The last-refreshed date is when we last downloaded the file, not the date of the data in it. The Commission dates each file it publishes, and a file can trail the listings in the EU's Official Journal.

What is on the EU consolidated sanctions list

One list for EU financial sanctions

The Council of the EU adopts sanctions as a decision under the Common Foreign and Security Policy, and a regulation under Article 215 of the Treaty on the Functioning of the EU makes the asset freeze binding in every member state. Each listing is published in the Official Journal of the EU. The Commission gathers every person, group and entity under EU financial sanctions into one consolidated list, the Financial Sanctions File, so banks and businesses can screen against a single source.

Every regime in one file

The file covers each EU regime with financial sanctions, from Russia, Belarus and Iran to North Korea, along with the EU's terrorism and global human rights listings. Each entry names the regime it falls under.

What each entry records

Every spelling of the name the EU publishes, including spellings in other scripts, with any addresses, identity documents and remarks. We keep them together as one entry per designation, so any spelling of a name finds the same entry.

How we load it, and what it can miss

We download the Financial Sanctions File from the European Commission every day and read every name in it. A free result shows the matched name, the list, the regime and a score. The $9.99 PDF report records the search with its date and time and includes the addresses, identity documents and remarks the file carries for each match.

An EU listing applies from the date its legal act sets, usually the day the act is published in the Official Journal. The Commission adds it to the file after that, and in 2026 the gap has run to weeks. If someone was listed in a recent act, check the act in the Official Journal as well.

OFACScreen is an independent service and is not affiliated with the European Commission or the Council of the EU. A result is a name match against the published file at the time of the search, not legal advice.

Questions

The list of every person, group and entity under EU financial sanctions, across all of the EU's sanctions regimes. The European Commission publishes it as the Financial Sanctions File, and it is the file OFACScreen loads for the EU.
Type a person's or company's name into the search at the top of this page. Scored matches appear on screen with no account needed. Fuzzy matching is on, so transliterated and misspelled names still match, and the same search covers 13 more lists.
No. The EU Sanctions Map is the EU's official website for browsing its sanctions regimes by country, with the measures and legal acts behind each one, and it draws on the same designations. OFACScreen is a name search: it checks a name against the file with fuzzy matching, alongside the other lists we load, and can give you a dated record of the check.
Not always straight away. A listing applies from the date its act in the Official Journal sets, and the Commission adds it to the Financial Sanctions File after that. In 2026 that gap has run to weeks. We screen what the file contains, so for someone listed in a recent act, check the Official Journal too.
The highest-scoring matches on screen, each with its list, regime and score, with no account needed. Nothing is kept. For a record of a single check, the PDF report is $9.99, one-time. A plan records every search and re-screens saved names daily, from $49 a month.
No. OFACScreen is an independent service. We load the file the Commission publishes, and a result is a name match against it at the time of the search. It is not legal advice, and it does not replace the checks your own obligations require.
