goAML registration in the UAE

goAML registration is how a UAE business gets access to goAML, the Financial Intelligence Unit's reporting platform, live since June 2019. Financial institutions, DNFBPs and virtual asset service providers register as reporting entities, and every report, from a suspicious transaction report to a sanctions name match, is filed through it. OFACScreen is the screening step before a report: it finds the name match and is not connected to goAML.

Who needs goAML registration in the UAE

Financial institutions

Banks, insurance companies, agents and brokers, exchange houses and money services businesses, financing and leasing companies, investment and wealth management firms, and firms in stock-related financial activities.

DNFBPs

The real estate sector, dealers in precious metals and stones, lawyers, auditors and accountants, trust and company service providers, and commercial gaming operators. See who counts as a DNFBP.

Virtual asset service providers

Exchange between virtual assets and fiat currencies or between virtual assets, transfers, safekeeping or administration of virtual assets, and services around an issuer's offer or sale of them.

Everyone else

A person or business outside those groups has no duty to register. If it still has to report a sanctions freeze, the EOCN takes the report by email at [email protected] within five business days of the measure.

How to register on goAML

  1. 1

Find your supervisor and gather the documents

Identify the supervisory body that licenses you, and have ready the organisation's legal name as registered with it, the trade licence and its number, the Emirates ID or passport of the person registering, an authorisation letter, the documents your supervisor asks for, and an email address and UAE mobile number not used for another request.

  2. 2

    Pre-register on SACM

Registration starts at services.uaefiu.gov.ae, under Systems, in the Service Access Control Manager (SACM). Choose Reporting Entity, name your supervisory body and upload the documents. Your supervisor approves or rejects the request. On approval you receive a secret key by email and load it into Google Authenticator, which then generates your login code. Institutions regulated by the Central Bank connect over a dedicated MPLS link instead of the internet.

  3. 3

    Register the organisation in goAML

Log in to SACM with the username and the authenticator code, open goAML and choose Register a new Organization. The form takes the organisation's details, the registering person, who is the compliance officer or MLRO, and attachments. For businesses supervised by the Ministry of Economy and Tourism or the Ministry of Justice those are the MLRO's passport and Emirates ID, a valid trade licence, the approval email from the Ministry and the authorisation letter.

  4. 4

Wait for approval, then add your users

The supervisory body or the FIU verifies the request and emails the outcome to the group address you gave. The approval carries an Organisation ID. Other staff register as a person with that ID, and the MLRO approves them inside goAML.

goAML registration in Dubai, Abu Dhabi and the other emirates

goAML is one federal system, so registration works the same way in every emirate. A Dubai mainland broker and an Abu Dhabi jeweller both go through SACM and name the supervisory body on their licence. The FIU's guide lists the ADGM, the DFSA, the SCA, the Central Bank, the Ministry of Economy and Tourism and the Ministry of Justice among the supervisory bodies that approve registrations, each for the businesses it regulates.

What you file on goAML once registered

STR and SAR

A suspicious transaction report (STR) when you suspect, or have reasonable grounds to suspect, that funds are the proceeds of a crime or are meant for one, whatever the amount. The FIU takes suspicious activity reports (SAR) through the same platform.

CNMR and PNMR

A Confirmed Name Match Report, formerly the Funds Freeze Report, when a customer is on the UAE Local Terrorist List or the UN list and you have frozen, and a Partial Name Match Report when you cannot confirm or rule out a match and have suspended or rejected the transaction. Both go to the EOCN and your supervisor through goAML within five business days. See EOCN and TFS screening.

DPMSR and REAR

Dealers in precious metals and stones file a DPMSR for cash transactions of AED 55,000 or more, with the customer's Emirates ID or passport on file. Real estate brokers file the Real Estate Activity Report (REAR); the FIU publishes a submission guide for each report type.

Where screening fits

A CNMR or PNMR starts with a name match. OFACScreen checks customer names against the UN list, and in an account against the UAE Local Terrorist List as an optional list, with fuzzy matching for transliterated Arabic names, so you see possible matches before you decide what to report. It does not connect to goAML and does not file anything for you.

On a plan, every search is logged with the date, the lists it covered, the result and who ran it, and the names you save are re-screened every day.

Questions

The reporting platform of the UAE Financial Intelligence Unit (FIU), in use since June 2019. Reporting entities use it to file suspicious transaction reports (STR), suspicious activity reports (SAR), the Confirmed Name Match Report (CNMR) and Partial Name Match Report (PNMR) that follow a sanctions match, and the sector reports such as the DPMSR for dealers in precious metals and stones and the REAR for real estate.
The FIU's registration guide states that since 27 June 2019 all reporting entities in the UAE are required to submit their reports, suspicious transaction reports among them, electronically through goAML, and that a business must complete registration before it can submit. Reporting entities are financial institutions, DNFBPs and virtual asset service providers.
Your supervisory body or regulator. It approves the organisation's registration and any later change to its details or to its compliance officer, and the FIU emails the outcome. Once approved, the organisation gets an Organisation ID that its other users register under.
People often ask for one when a bank or a business partner wants proof of registration. Ask the FIU or your supervisor what proof they accept. The PDF OFACScreen sells is a record of one sanctions search, not a goAML document.
The login is at services.uaefiu.gov.ae, under Systems, and the FIU's website, uaefiu.gov.ae, lists its current contact details and registration guides. OFACScreen is not connected to goAML or the FIU.
The reports a sanctions match ends in. A Confirmed Name Match Report (CNMR), formerly the Funds Freeze Report, follows a confirmed match on the UAE Local Terrorist List or the UN Security Council list, after you have frozen the funds or rejected the transaction. A Partial Name Match Report (PNMR) is for a match you can neither confirm nor rule out, after you have suspended or rejected the transaction. Both go to the EOCN and your supervisor through goAML within five business days of the measure. A business with no goAML access, because it is not a financial institution, DNFBP or VASP, emails the EOCN at [email protected] instead.
No. OFACScreen shows possible matches against the lists and keeps a record of each search. Deciding whether a match is real, freezing and filing anything in goAML are steps your compliance officer takes.

Screen before you report

In an account, add the UAE Local Terrorist List to your searches. Plans from $49/month re-screen saved names daily, with a 14-day trial.
